No one is allowed up here though. The badge only allows you entrance to the courtyard. The pokemon you are searching for isn't even here.

[For those wondering what happened, Roxas heard about the Bell Tower and wanted to see Ho-oh. So he snuck in, and was caught. The gear turned on during that timeframe.]

You could have told me that before!

[He glares at the retreating monks]

Are all the monks here like this?

[If you want action, Roxas will be found just outside the Bell Tower, looking a little annoyed. If Audio, it'll probably turn to video soon enough.]

What, manhandle people or bless them? I don't have a lot of experience with monks... but in Japan they usually stick to being peaceful. Though sometimes in the movies they get pretty violent.
